"The dogs are not to blame"

During the icy underfoot conditions at the end of December, I and many others were obliged to walk on the roadway as a result of the pavements being untreated. I'm still obliged to walk on the roadway, but for a different reason - dog fouling!
I don't lay any blame on the dogs for this unacceptable situation. The blame lies with the 'couldn't-care-less' attitude of the owners.
It's long overdue for the authorities to take action and fine the owners or, better still, re-introduce dog licensing fees at a substantial rate. Then it would be clear who the true dog lovers are.
